We did it!!!! 

SC H4067 has officially passed and is now on its way to Governor McMaster for signing. This landmark bill ensures that every emergency department in South Carolina will be staffed by a physician at all times. Across the U.S., 1 in 13 emergency departments currently operate without a physician present at all times — but with this legislation, South Carolina becomes only the third state (after Indiana and Virginia) to take this critical step toward protecting patients and upholding the standard of physician-led care. While the bill itself is simple, its impact is profound. This achievement reflects months of dedication, coordination, and advocacy by SCCEP members, supported by our tireless lobbyists.

Our journey began last November with a successful dinner in Charleston, where we met with members of the House 3M Committee. Thanks to the support of Representatives Sylleste Davis and Heath Sessions, we were able to introduce the bill, shepherd it through committee, and pass it through the House — all without opposition.

SCCEP members then stepped up again to testify before the Senate Medical Affairs Committee. And yesterday, on the second-to-last day of session, with the support of Senators Garrett and Verdin, the Senate passed H4067 unanimously!

For a small chapter like ours, this was a huge undertaking — and a huge success. I want to extend my sincere thanks to:

  • Members who sent letters of support
  • And all who donated to fund our lobbying efforts

This legislation not only protects our patients but also reinforces the foundational role of physician-led care in emergency medicine.
